Project Timeline


February 2016

  • Staff presented Council a design concept for expansion of the Town Hall facility to add office space, renovation of the current Fire Department building for use by the Police Department, and construction of a new fire station
  • Council accepted the concept and transferred $30K from the current fiscal year’s Contingency Fund for architectural services and directed the Town Clerk to prepare a Request for Qualifications (RFQ) for architectural services to have formal plans drawn up for improvements and expansion of town facilities


March 2016

  • Council passed a resolution to exempt the town from N.C.G.S. 143-64.31 requiring a qualifications-based selection process for architectural service, thus allowing consideration of price as part of the selection process
  • Council approved the Request for Proposal (RFP) for architectural services


June 2016

  • Council interviewed two firms for architectural services


July 2016

  • Council awarded the contract to Oakley Collier Architects at a bid of $28,500


January 2017

  • Council approved final concept design, as presented, and set a budget not to exceed $5M
  • Council authorized the Town Clerk to issue an Request for Qualifications (RFQ) for the selection of an architectural firm to prepare blueprints and drawings and manage the project


February 2017

  • Council awarded the contract to Oakley Collier Architects and designated a staff and council member to negotiate contract


April 2017

  • Contract with Oakley Collier Architects signed
  • Council directed Town Clerk to prepare an RFQ for project manager services


May 2017

  • Council approved RFQ


May – August 2017

  • Staff working with architect to finalize floor plan and design


July 2017

  • Council to interview five firms providing project management services


August 2017

  • Council to award contract to project manager


September 2017

  • Council to issue bids request for contraction services


October 2017

Council to:

  • Adopt a resolution for notice of intent to finance this project with a budget not to exceed $5M 
  • Schedule a public hearing as first order of business at the November meeting
  • Authorize Finance Officer to issue a RFP to financial lenders
  • Receive construction bids October 19th


January 2018 

  • Expect to break ground
